Yes, this cable is able to work with two pcie risers or two pcie with 6 pin or 8 pin port.

Q: Can this be used on just one gpu even though there are two pcie connectors?

Yes, there are two connectors because the wires are rated for the amperage draw of up to two, but there's no harm in drawing fewer amps through them. It's just a 12V cable. Just make sure you get wires for the correct brand of power supply. For example Corsair wires both there PCIe and CPU cables opposite from how EVGA wires theirs, so even though they fit across brand, they don't always work cross brand.
