Q: Will this work for a messy and piecy look for short hair?

I have short hair and like to stye it in different ways and this product allows me the ability to do so without being sticky.

Q: Has anyone had issues with delivery of this product? ordered twice never got it. once package cut, and empty, second time lost by ups? coincidence?

I have never had any issues and I have ordered it several times.

Q: Does this work the same as the dry shampoo paste but without the shampoo? would the control paste be better for this?

It’s a styling paste so not dry shampoo

Q: Should this be used on wet hair or dry hair?

I’ve been using it for years. It works best when the hair is still slightly wet. Usually I’ll apply it a few minutes after letting my hair dry from a shower, or, if I’m in a rush, I’ll just moisten my hair with my hands first, then apply. You CAN apply it to dry hair, but it will be more of a thick paste that’s harder to spread evenly.
