Q: Does anyone know if this is the same formula as the Loreal Oleo Therapy Perfecting Oil-Essence sold in US?

No, this formula is far superior to what's available in the US. I first encountered it while in the UK. No idea why it's not sold here.

Q: Does it contain Silicone?

Do not see silicone listed in the ingredients. So, no unless silicone has another name. It smells amazing and i put it on my hair wet and dry. Does not make it greasy. Good luck
