Can I turn each hard drive off or are they all on one switch?

each one has a power switch. I use these for systems that require a fast clone recovery. I hook up the two top bays to power and data. Put the system drive in the top bay. Place a drive to be cloned into the center. Clone it. Then store it in the bottom not hooked up bay. In case of failure just put the spare in the online slot. Back up in seconds not hours or days.

I see this can interface with sas drives - does it act as a sas controller or does my board need to have an sas controller?

No, the HSB3SATSASBA allows SAS drives to connect but is not a SAS controller. Your computer will still need a SAS controller to read the drives. Matt, StarTech.com Support

Does anyone know if this will fit into an hp z640? worried about how it slides in and mounts with the z640's 5.25" bays.

will this function normally if mounted sideways?

It should, there are cases, storage devices, and NAS devices from big name manufacturers where hard drives are positioned on their side with no problems.
