Q: Is this Japanese/Chinese version?

Yes, but it's not region locked so you can play it on any switch. My (English speaking) daughter has taught herself quite a bit of Japanese using duolingo and happily played this version with the help of the google translate if she couldn't figure out what's going on. She was worried it would never be released in English since the franchise isn't as popular here any more so asked for it for her birthday in September.

Q: The game card does not come, do you have to download the game online?

Cartridge comes with it. It's in Japanese though. Plays fine. It's not region locked.
