Q: Can you use this on a regular undergravel filter attachment

no. the hole to attach it is bigger than the average air pump attachment.

Q: Why would someone need or use an air stone?

To add air to the water, it helps circulate the water and provides air for the fish. I have one in the bottom of the filter pack in my BiOrb tank, one came with the tank and I replace as needed.
