No, these tips are designed to be used in a cutting machine. If you would like to hand design, you would want the Freestyle pens.

If you are putting the foil on the vinyl, yes. I've done it.

Q: Can these be used on ios, ipad pro? no laptop, right now...

This will be used where you have your Silhouette Software installed. Having it on a laptop or an IPad is up to where the application is installed.
