Q: the handle on the valve has a 3/4 inch offset not allowing the x part to slide in completely how can I fix this

The product doesn’t work as advertised. It sits on a shelf waiting for me to put it in the garbage.

Q: Will this accept 5/16 inch lock shackle width

I am not sure what a lock shackle is, but as the description shows on this page, smallest is 1/2". thanks

Austin Surplus Industrial is selling the Brady Small Lockout, Manufacturer Series Number: 45341. I Googled and in their online catalog they state the following: Small lockout locks out pipes 1/2" to 2 1/2" in diameter. The small lockout can also be used to lock valves OPEN on pipes from 1/2" to 1 1/4" in diameter. So it can lock CLOSED 1/2 to 2-1/2" pipes, lock OPEN 1/2 - 1-1/4" pipes.

Q: I have a valve that is attached to an air line comimg straight down a wall. Can this be used when the back of the valve is flush to the wall?

No it can't. The legs of the lock extend about 3/4" past the body of the valve. I am using a lock on a 3/4" valve, but it shouldn't be any different.
