Q: Does it come with the strap to hold the kayak on the cart?

Yes but it just about useless. I bought a ratcheting strap which works much better. I also made a wooden platform from plywood which I put an eye bolt on each side. I screwed the aluminum frame to plywood

Q: where is the manual? How do I set it up? what tools?

No manual. Frame comes assembled. All you do is unfold, slide on wheels and insert clips to hold wheels on.

Q: What tools do i need to attach the wheels? No manual came with the package.
