Supposed to be. I've yet to see any difference after months of use.

Q: What is this it good for. What does it do for the hair? Rice water is supposed to be good for growth and shine does it do that?

On my hair it turns dry straw to silk. My hair is so silky and detangled but not weighed down. I love this stuff. I also think my hair is growing faster...maybe the rice water? I think this product is really good.
