Q: Would this work to hand sew to to tighten the leg holes on a swimsuit?

I'm not certain but, I don't see why it won't work. I used it to fix hems on Under Armour knit shirts. It worked fine.

Q: Can this be used to repair a small hole in Nike athletic leggings? Regular thead didn't look right. If not can you suggest another thread?

You can use this or a general purpose thread. You must use a narrow zigzag stitch or a stretch stitch on your sewing machine though, or the stitches will pop.

Q: Can this be used as elastic thread for Smocking/Shirring?

No, you need to use actual elastic thread, for the desired result.
