This product when used at about 1% concentration will thicken or even gel any water- rich liquid. A little goes a log way

This product is made by the chemical processing of cellulose fibers, the cellulose is derived from plant material e.g. cotton , wood, corn etc. (Some plants died to make this product)

Will it work with hand-sanitizing liquid that is alcohol free (active ingredient benzalkonium chloride)?

Yes, many folks are using this for water-based hand sanitizer formulations - This product will thicken the hand sanitizer mix to a gel consistency, mix slowly with the water while warm (Blender recommended) at about 1% concentration the mix will reach maximum thickness.
