Q: This looks identical to the supply pipe for Glacier Bay model 779-923. Will it work on this model?

Yes it should. It fits it you have the small fill bowl in the back of your toilet call econo flush I believe

Q: I just need the white part that screws this part onto the fill valve. What is this part called?

I don't think you can buy that one piece , just buy this one and replace the old one its a 5 minute job

Q: Does it come with the rubber washers?

Pretty sure it comes with everything needed. I remember getting it and putting it right on

Q: does this include the flow regulator (part # c2216-20) that preceeds the fluidmaster 703a fill valve?

I don't think so. But when I contacted the seller I got all my questions answered.
