Q: Which country issued the military specification and what is the reference?

The reference is to the style of the strap rather than a particular manufacturer. The "NATO" strap was available to the British military from the early 1970s. The standard colour was grey. They were also known as a G10 strap because, in order to obtain one, a particular requisition form (the G1098) had to be completed. The strap became popular because it was easy to fit, replace and care for, and could easily be adjusted for a very wide range of width fittings to enable a watch to be worn over or under most battle dress. The way they are attached means that, if the spring bars of the watch became damaged, the watch would usually remain on the wrist. They became known as the "NATO" strap becasue of military slang that used the term NATO to refer to anything that was basic / plain / unadorned / standard issue. - e.g. a "NATO cup of tea" but, because the style is unique, the name stuck.
