The "Working wind speed" of 3-25 m/s converts to 6-56MPH speeds. The "Survival" speed of 40 m/s is 90MPH.

I agree with the previous poster-- the wind resistance the fan blades need to make them turn will cause a loss of MPG from the engine pushing the truck harder. This balance will at best equal or most likely exceed the power generated from the turning blades. (The nerd answer is "2nd Law of Thermodynamics") Solar panels flat mounted on a tonneau cover would work better, as they are not meaningfully in the air stream (cab will deflect air), and the amount of sun hitting your truck doesn't impact performance. It should also be noted this is a 24V turbine, and unless you have a military auction truck it's electrical system will be 12V. You will overvolt all the electrical stuff in your truck.

No, they say it has "short circuit braking" for high winds/overspeed protection.

Q: can it tie into an existing solar panel system?

There's a couple different solar systems available, so it depends on what you have. If you have a system that charges batteries at the same voltage selected for this, yes it can help charge the same batteries (allowing you to perhaps run more things off them). If you have a solar system with most everything "grid-tied" so the solar power is instantly converted to AC and sent to the "grid", then this will not be able to be joined with that easily. This is intended just to give DC power for charging batteries.
