Q: Is this material electrically conductive on the inside?

believe mine was a weaved heat resistant white mesh non-conductive. Outside was an aluminum foiled type cloth and cundicive. I used high temp silicone everywhere I cut as the threads begin to come loose where you cut

Q: Can this sleeve be cut to fit?

Yes!!! It can b cut anyway u need it,, simple🤓⚡️

Q: Can this be buried in the ground

Haven’t tried it, but don’t see why not. It has survived heat and moisture under hood of my old truck. I don’t know how much insulation against cold it word afford though.
