They fit tight. It does hold its shape. So it might. The waist area is tighter then normal boxers of this style. Not sure on shape wear tho. Give them a try

I wear them as outerwear, but they could be worn as underwear for sure. Depends on your comfort level with showing off your body. They remind me of the tight spandex yoga or gym shorts worn by women to the grocery store or Starbucks nowadays.
