Yes, you register all your lights on the app after you get it and can control them separately through the app as long as they are connected via bluetooth.

They are portable, because these lights will work with rechargeable battery packs as well as AC

Q: If I set the color and brightness of these and then turn them off, will my setting still be correct when I turn the lights back on?

Yes, the settings keep from the last session. The app is a mess, sometimes work sometimes don't, they could find a way to integrate with Google Home or Alexa, but seems is only bluetooth.

Q: how many lights can I use at the same time on the app?

At this time, only the the two RGB led lights one at a time.
