Question 1

This says it has 21 temperature settings. Does that mean you can't use it at temperatures between the presets?

So far as I know,  yes. This is something I had to get used to -- that temperature settings are discrete rather than continuous. It's not clear to me why manufacturers do this for induction burners rather than the sort of continuous knob that a regular stove has, but I assume there must be a reason because all the models I looked at work this way.
In practice, I have not found this to be as big a deal as I feared. Just like on the stove, if I need the soup to bubble and it's not bubbling, I bump the temperature setting up a notch or two until it does. Just like on the stove, if I add a can of room-temperature tomatoes to a hot pan, I need to increase the temperature to bring the contents to a boil before simmering. I'm no pro chef, and I haven't found the adjustment particularly problematic.

Question 2

One of the review said this is not suitable for small situations. Does that mean it won't heat a pan smaller than 9" in diameter?

Hi Doug. I found a review by Judd that stated this: "This hotplate does in fact have a difficult to find larger diameter inductive coil. This makes it much better to be used with large cooking pots and frying pans. Is not suitable for small situations."
This might be the review to which you are referring. In this case, according to the manufacturer's user manual, cookware is not suitable that has a base less than 4.5 inches that comes into contact with the cooktop.
