Will this also work on USB 2?

It works on all versions of USB...I had the same concern but bought them (5) anyway....I experimented on all versions 1, 1.1, 2.0 and 3.0..these things are great...I have a small little power supply, 1/2 the size of a credit card with a USB port. Plug one in and you have a very bright local light.... it doesn't project 100 feet or anything but anything close is very bright when all is pitch black

Sorry I have no clue what you mean, Im not very savvy when it comes to stuff like that, but the divice works fine  for what I bought it for(just to know wich cell phone charger was the best)

The Samsung Adaptive Fast Charging capabilities on Galaxy (and similar) products charges at 9.0V ~1.67A; This can handle 13V, but will it read 9.0V?

USB specs and Quick Charge specs aren't the same thing.  For the most part USB 1, 2, and 3 provide increases ion the speed of data transfer.  All three do say a USB port must start at 5V and provide at least 0.5A, but it doesn't have to stay there if the connected device knows how to ask for something else.  This protects older devices from getting fried if they are plugged into a charger that complies with USB specs. The Quick Charge (Qualcom) specs tell what voltages are available and how the device must request it.  Quick Charge 2.0 allows the device to request either 5V, 9V, or 12V.  QC 3.0 allows for a range between 3.2 to 20V.  Meters like this became popular because they let you see what your device is actually getting fed.  If it's a good charger but a bad cable that doesn't let the phone negotiate the other voltages, you're stuck at 5.0V and a slow charge (that happens a lot with the older charge only cables as they omitted the data wires to save cost).  If it's a cheap charger, the voltage it provides could be out of spec and damage your device.

What does the USB 3 version give you that the USB 2 doesn't that makes it so much more expensive?

It works with USB 3.0 devices (has the SuperSpeed pairs routed through). It also has several memory locations for storing accumulated mA-hrs. You can also rotate the text on the display. If you need to measure the power cononsumption of USB 3.0 devices when they're running in USB 3.0 mode, then it's worth it.
