Q: Can a standard bic ballpoint pen fit inside?

Yes. These bags are 6 inches from bottom of the bag to the bottom of the ribbon casing.

Q: can these be used for a 4 inch ornament? or a 3.75"?

I think it would work. I used it for an ornament as large as 7” x 3” but it was flat, not bulky.

Q: Will these hold sand so I can use it for a little weight to keep a plastic silent auction item sign from blowing off a table?

I think they would hold sand but I would definitely find and order another option as back up. I think a cloth bag may work better. Or if display isn’t an issue a ziplock bag should work. I think they should hold sand tho.
