Q: Do they hold 60 lbs per pair? So if I were to purchase a pack of 4, it could hold 120 lbs?

I would not purchase these types, they sag when weight is applied. I ended up purchasing ones that had a cross brace.

Q: do the screws that go into the wall have to be into studs?

We screwed brackets into a wooden wall. If you were screwing into plaster, you’d definitely need to anchor it somehow. Hope this helps.

Q: Are these brackets paintable? I wanted oil rubbed bronze, but finding small brackets is ber difficult, thse are perfect size. Thanks

They are painted black. You should be able to take some sandpaper and scuff the black paint and then paint them your desired color.
