Q: Is this cracked wheat?

yes it is. you do not have to cook it unless you want to. My favorite is to saute onions in butter, when onions are clear add bulgar and let it absorb the butter and toast slightly. Add 2cups broth to 1 cup bulgar. cover and bake in oven for 30 minutes. Let stand for 5 minutes and fluff with a fork. Top with plain yogurt or sour cream. If you do not cook it. Cover 1 cup wheat with 2 cups boiling liquid of your choice, cover let stand for 10 minutes fluff with a fork.
