Q: Will this surge protector "work" without the ground contact engaged (i.e. if, using adapter, it is plugged in to a standard 2 slot wall outlet)?

Without a ground conductor it has nowhere to shunt the surge to, so no. This isn’t a design flaw in the product, so much as you would be circumventing the safety mechanisms if you didn’t use ground. At that point all you could hope for is that the outlet fails before your adapter and burns open rather than shorting. Moral of the story: don’t do that.

Q: Can I plug a smaller heater into this which requires a max wattage of more that 1500w?

1500W is OK. The total power limit is 1875W, please make sure the total power of the devices connected won't exceed the limit.
