Q: Can you use it on brand new headlights to protect them

To be fair, if you have brand new headlights, you would be better simply putting a good quality polish on them or finding a specific protector.

Q: Ive used the restoration kit, will this protect against UV and stop them oxidizing again? Thanks.

It's a very good restoration cream kit but it says on bottle you have to apply it to head lights once a month to keep the lens clear and protection layer to stop them oxidizing
