Q: What is the point of the filter? it doesn't really seem to filter out much dust and is definitely not hepa

Q: I replaced a working bulb with a brand new bulb. Why is the new bulb flickering?

Usually if the bulb starts to flash that means the bulb is bad and needs to be replaced. If the bulb is new we suggest returning/exchanging to the point of purchase and trying another bulb. Yes, as I recall it does come with the filter. The picture shows the round filter with the bulb.

Q: does this come with replacement bulb and filter?

No filter, but I use this bulb and clean the filter (just vacuum) already in the machine. I do this every other bulb I change and I haven't had any problems.
