Yes, they can be closed with one hand. I experimented using my non-dominate hand. The hardest part was opening it, but once I did it the first time, it was easy after that.

Q: can this be used to clamp dialysis bags?

I would not use them for something as important as that; you want metal clamps.

Q: Would these work well after twisting a tipless piping bag (to hold it from spilling out the top)?

I am not sure how big is the piping bag but I them for opened bags of family size or small chips, bread, chocolates as long as they are not too thick and hard when you fold them. Hope this is useful.
