That's not the daughter. It's the wife.

Yes it is. It has the American flag and made in the USA stamp on it. This company is out of Waco. Tx.

Q: Is this easily cuttable?

Very easy to cut with szizzors. If a deer really wants to get through, it can easily do so. This product is fine for encouraging deer to go to a more convenient restaurant. I used 6 ft. PVc coated bamboo stakes with the deer block, and the deer went elsewhere rather than to my dahlias. If you have additional questions, ask followup questions.
