Does it come with hardware?

No, the bolts usually come with the bike. If they are missing, then you could have water dripping into the frame.

Does the paint/color wear off these cages?

No but it will wear the paint/finish off your water bottles. I think this is the case with most cages that aren't titanium.

Will these scuff bottles?

Not al all. I use white Polar bottles and have no problems.

will they work with the aluminum bottles

If the aluminum bottles are the same approximate dimensions as the standard water bottles, this cage should work for you. I've used many different kinds of cages, and, for the money, these seem to be the most durable and functional. I've used them for 3 seasons now and I never had a bottle pop out.
