No. Its infrared not Bluetooth.

Q: Will this device allow me to control my skyq tv channels using alexa. i have a smart samsung tv

Yes you can. I have it hidden under my coffee table and control SkyQ, Denon Amp and LG OLED TV. Have setup routines to (eg) "Entertainment All On". This turns on all three devices, turns amp over to the SkyQ and sends Sky-Back to exit the home screen. Works really well. Bit of a pain to set up but once done, it's excellent.

Q: Can i use it to turn on a soundbar that don't have wifi connection and ask alexa to turn it on/off and change mode to bluetooth?

I can't say for certain. I use it to control two non wifi units, a older model Samsung T.V and a older Tivo Virgin Media T.V box. Alexa talks to a Smart Life app that in turn sends the I.R codes to the devices, I think it also has a learning mode but I have not used it. See the product review by D Mayhew 7th March 2019 as that's where I started from. However there does seem to be a later review saying it will no longer work with Alexa, but my install using Alexa voice commands is still running fine.
