Depends on surface. Paper will rip so permanent. Wood, wall, or plastic would be removable but might leave residue.

Q: Is there a 3mm dispenser to use instead of this box

Not that I have ever seen. When I watch paper craft videos on YouTube I’ve never seen anyone using a dispenser.

Q: What is it? What does it do?

The dots are very tiny drops of double-sided sticky glue that can be handled with the fingers or with tweezers. The glue is a strong adherent and is transparent. The glue dots are used for fine craft projects or fine work that will not see water. They are exact, stick at once, and can be easier than liquid glues. The dots do not show through and do not leave a raised surface.
